1. Introduction
Digital accessibility is a legal requirement for government departments, local authorities and certain public bodies. It is governed by a number of legislative texts, namely including:
- • Act No. 2005-102 of 11 February 2005 on equal rights and opportunities, participation and citizenship for people with disabilities; and
- • Decree No. 2019-768 of 24 July 2019 on the accessibility of online public communication services for people with disabilities.
These texts stipulate the requirements for making digital services accessible to everyone.
SolidSail is committed to ensuring that its digital services are made accessible in accordance with Article 47 of Law No. 2005-102 of 11 February 2005 on equal rights and opportunities, participation and citizenship for people with disabilities. The French General Accessibility Improvement Framework (RGAA) sets out the technical procedures for implementing digital accessibility in accordance with international standards. The version currently applicable is version 4, approved by ministerial order on 20 September 2019.
Pursuant to Article 47 of the aforementioned Act and the provisions of the RGAA, the purpose of this document is to set out the multi-year accessibility plan and to outline the measures that will be implemented to improve the digital accessibility of all of SolidSail’s online services over the period 2026–2028. It may be revised and expanded upon each year when the annual action plan is reviewed.

2. Accessibility policy
Digital accessibility helps to improve the integration of people with disabilities into society and their ability to remain in employment. It forms part of SolidSail’s strategy for the design and development of its digital services.
An accessibility audit was carried out on 19 February 2026 to assess the website’s compliance with the General Accessibility Improvement Framework (RGAA).
The findings of this audit provide a basis for planning future actions as part of the accessibility policy.
The initiative aims to gradually integrate RGAA requirements into the various stages of content design, development and updating, as part of a process of continuous improvement.
At SolidSail, digital accessibility is overseen by the Communications Department.
An accessibility supervisor is also appointed to oversee compliance measures, coordinate the various stakeholders and monitor the progress of the action plan
Making SolidSail’s digital services accessible involves drawing on both internal and external resources, namely including the agency LATELIER, which will be responsible for the development of the website and any updates to it.
The teams involved comprise technical, editorial and graphic design staff, who work together on both content and features.
For every digital project managed by the Communications Department’s teams, the allocated budget will take into account the specific requirements relating to the accessibility policy.
3. Organising accessibility consideration in projects
As part of the website’s ongoing development, digital accessibility will gradually be taken into consideration during the design and development phases.
It will be integrated in line with the resources available and in accordance with RGAA best practice, in order to minimise non-compliances. Measures to improve the accessibility of services are also based on the findings of the audit conducted in February 2026.
Corrections will be prioritised based on their impact on users —particularly on people with disabilities— as well as on the traffic to the pages concerned.
Particular attention will be paid to critical non-compliances, particularly those affecting navigation, access to content and the use of forms.
Updates will be carried out gradually as part of the annual action plan.
Whenever necessary, the Communications Department will engage external consultants to ensure accessibility is taken into consideration. Services relating to the website’s development will therefore be carried out in collaboration with the agency LATELIER, working together with SolidSail’s in-house teams.
Where applicable, accessibility objectives will be reiterated at the start of each project, and compliance with the RGAA will gradually become a mandatory requirement for the evaluation of a service provider’s tender, particularly with regard to the specifications and expected deliverables.
We will pay particular attention to developments and updates in order to continue gradually incorporating accessibility considerations.
In the long term, accessibility criteria will be incorporated into contractual clauses.
Particular attention will be paid to knowledge and skills relating to accessibility for those involved in or supervising digital projects, particularly as part of a recruitment process.
4. Training and awareness-raising
The teams involved in managing and developing the website will be progressively made aware of accessibility issues and challenges.
Depending on the needs identified, additional training or support measures may be put in place, either in-house or with the support of external service providers.
5. Consideration of users
SolidSail provides users with contact details so that they can report any difficulties they may have accessing the site’s content or features.
Requests regarding accessibility can be sent to the dedicated email address: contact@chantiers-atlantique.com .
This feedback may be taken into account as part of the website’s development and ongoing efforts to improve accessibility.
Whenever possible, alternative solutions may be offered in the event of difficulties accessing content or a service.
If tests are carried out as part of a website’s development and a user panel is created, this panel will include people with disabilities, insofar as possible.
6. Compliance status
Following the accessibility audit of the SolidSail website carried out on 19 February 2026 in accordance with the General Accessibility Improvement Framework (RGAA), the audit revealed an overall compliance rate of 41 per cent.
This result highlights that accessibility requirements have been partially met, with a number of criteria being compliant, but also some instances of non-compliance that may affect access to certain elements of content or features.
The non-compliances identified namely include issues relating to colour contrast and the absence or invalidity of text alternatives for a large proportion of the images; these matters will be addressed as part of the improvement plan.
The findings of this audit form the basis of the multi-year action plan aimed at gradually improving the website’s accessibility.
Multi-year accessibilty plan
The aim of this multi-year plan is to gradually improve the digital accessibility of the SolidSail website over the 2026–2028 period.
The measures taken will focus primarily on rectifying the non-conformities identified during the accessibility audit, taking into account their impact on users as well as the technical and organisational constraints of the project.
This approach is part of a process of continuous improvement, involving the gradual incorporation of RGAA best practices into the website’s updates and future developments.
Year 1 (2026):
- • Completion of RGAA audits;
- • Drawing up corrective action plans;
- • Raising awareness amongst staff;
- • Incorporating accessibility requirements into future projects;
- • Gradual bring-into-compliance of services;
- • Rectifying interfaces that present significant barriers.
Year 2 (2027):
- • Gradual bring-into-compliance of services;
- • Conducting user tests involving people with disabilities;
- • Redesign of interfaces that present significant barriers.
Year 3 (2028):
- • Completion of post-correction audits;
- • Systematic integration of accessibility into digital governance;
- • Technology and regulatory monitoring.
8. Monitoring and evaluation
An annual progress review will be carried out to assess the progress of the initiatives and actions taken.
At the end of the three-year period covered by this plan, a new multi-annual plan will be drawn up, taking into account the results of the actions carried out and developments at the site.
User feedback may be taken into account when implementing corrective measures and making future improvements to the website.
9. Communication
This multi-year plan and the annual action plans are available online in an accessible format.
The annual action plan sets out the measures being implemented to gradually improve the website’s accessibility, along with their current progress.

The SolidSail website will include an accessibility statement, aligning with the template set out by the RGAA.
